Kathy Platt is a zealous advocate for her clients. With 25+ years of experience in health planning consulting, Kathy knows exactly how to represent her clients' position in the most effective way.

Kathy has prepared countless Certificate of Need applications and CON opposition documents for a wide variety of services in states throughout the Southeast. A team player with a steady demeanor, Kathy is qualified to testify as an expert in healthcare planning, finance and CON issues in Georgia, Florida, Kentucky, North Carolina, South Carolina and Tennessee.

In addition to her CON expertise, Kathy has worked with regulatory agencies and providers to develop need methodologies for a variety of specialized services including radiation therapy, imaging equipment, home health, hospice, comprehensive inpatient rehabilitation and psychiatric beds. She has also conducted a range of financial analyses related to new hospital development and other projects, has served as a strategic planning consultant for various hospitals and health systems, and conducted primary market research for development of long-term care and sub-acute services.

Platt HMC is a continuation of Kathy's practice at Sullivan Consulting Group, where she started her health planning consulting career in 1990. Prior to that, Kathy served on the administrative staff of Massachusetts General Hospital. Kathy earned her undergraduate degree in Psychology from Emory University, and her MBA in Healthcare Management from Boston University.

A licensed physical therapist for more than 25 years, Stuart Platt is the only clinician on the Platt HMC staff, and has provided expert testimony on rehabilitation issues in several states. In addition to his work at Platt HMC, Stuart also runs Appropriate Utilization Group, a utilization management consulting firm specializing in physical medicine and rehabilitation. He is particularly well known for his work in peer and utilization review, and chart audit. He has reviewed more than 21,000 physical therapy/medicine cases for national insurance companies, attorneys and regulatory agencies.

Prior to launching Appropriate Utilization Group, Stuart directed the Physical Therapy Review Division of a national consulting firm and served as a manager of a large outpatient physical therapy clinic. Stuart remains active in the American Physical Therapy Association at both the national and state level.

Stuart earned his Master of Science in Physical Therapy from Boston University, and his undergraduate degree from Emory University.

Jim Satcher has over 20 years of legal experience that he employs in his work with Platt HMC. Jim brings this invaluable experience to our CON litigation support projects along with complex CON applications involving legal precedents. Prior to joining the consulting firm, Jim worked with the Fulton County Daily Report, a division of Time Warner, served as staff attorney for various court systems throughout Georgia, and taught legal research and writing at John Marshall Law School in Atlanta, Georgia.

Jim graduated from Duke University with degrees in History and Economics. He then attended the University of Georgia School of Law and obtained his law license in 1989. After years of legal work, Jim returned to academics and earned his MBA and MHA degrees in 2013 from Georgia State University.

With her background in public health and chronic disease, Emily Gordon brings a unique perspective to Platt HMC, focusing on program implementation and the needs of the community throughout the CON process. She has extensive communications and outreach experience through her previous positions with Emory University as well as other Atlanta based non-profits. She is excited to use these skills in relation to healthcare management consulting.

Emily is a 2016 graduate from the MPH program at Emory University’s Rollins School of Public Health. Prior to her graduate studies she received her degree in Biology and Latin and Iberian Studies from the University of Richmond.

Erin Robinson brings to Platt HMC excellent organizational and interpersonal skills from her previous position in management at Emory University. She applies her detailed focus to data analysis for CON application and other projects. Erin earned her BS in Anthropology and Human Biology from Emory University.

With her past experience in leadership and volunteer positions at Emory University and throughout the metro Atlanta community, Shana McFadden brings strong interpersonal skills to Platt HMC. Shana is detail-oriented and passionate about helping others reach their maximum potential. She is thrilled to gain more insight about the intricacies of healthcare management and consulting. Shana earned her BS in Human Health with a minor in History from Emory University in May of 2016.

Well-respected for her experience and insight, Tori Tibshrany consults with Platt HMC clients on Certificate of Need applications, exemptions and non-applicability reviews for a wide variety of services in South Carolina. Before launching her consulting career, Tori spent seven years with the South Carolina Department of Health and Environmental Control, most recently in a full-time capacity as program director for the Certificate of Need program. She also managed the tracking of implementation and compliance for all approved CON projects in South Carolina from 2002 through 2008.

Tori was a finance major in college, and earned her undergraduate degree in business administration and MHA from the University of South Carolina.
