Kathy Platt is a zealous advocate for her clients. With 30 years of experience in healthcare planning consulting, Kathy knows exactly how to represent her clients' position in the most effective way.

Kathy has prepared countless Certificate of Need applications and CON opposition documents for a wide variety of services in states throughout the Southeast. A team player with a steady demeanor, Kathy is qualified to testify as an expert in healthcare planning, finance and CON issues in Georgia, Florida, Kentucky, North Carolina, South Carolina, Tennessee, and Alabama.

In addition to her CON expertise, Kathy has worked with regulatory agencies and providers to develop need methodologies for a variety of specialized services including radiation therapy, imaging equipment, home health, hospice, comprehensive inpatient rehabilitation and psychiatric beds. She has also conducted a range of financial analyses related to new hospital development and other projects, has served as a strategic planning consultant for various hospitals and health systems, and conducted primary market research for development of long-term care and sub-acute services.

Platt HMC is a continuation of Kathy's practice at Sullivan Consulting Group, where she started her healthcare planning consulting career in 1990. Prior to that, Kathy served on the administrative staff of Massachusetts General Hospital. Kathy earned her undergraduate degree in Psychology from Emory University, and her MBA in Healthcare Management from Boston University.

A licensed physical therapist for 30 years, Stuart Platt is the only clinician on the Platt HMC staff, and has provided expert testimony on rehabilitation issues in several states. In addition to his work at Platt HMC, Stuart also runs Appropriate Utilization Group, a utilization management consulting firm specializing in physical medicine and rehabilitation. He is particularly well known for his work in peer and utilization review, and chart audit. He has reviewed more than 21,500 physical therapy/medicine cases for national insurance companies, attorneys and regulatory agencies.

Prior to launching Appropriate Utilization Group, Stuart directed the Physical Therapy Review Division of a national consulting firm and served as a manager of a large outpatient physical therapy clinic. Stuart remains active in the American Physical Therapy Association at both the national and state level.

Stuart earned his Master of Science in Physical Therapy from Boston University, and his undergraduate degree from Emory University.

Jordan M. Johnson has many years of experience in translational research as well as research administration.  Jordan graduated from Morehouse College in 2010 with a degree in Psychology and a double minor in Neuroscience and Biology.  He went on to participate in a post-baccalaureate program at Emory University from 2010 to 2011 which introduced him to a career in research.  Jordan spent five years working on a Developmental Anesthesia project and two years working in research administration at the Winship Cancer Institute of Emory University.  During that time, Jordan obtained his first master degree, a Master of Health Administration, in 2016 from the J. Mack Robinson College of Business at Georgia State University.  Jordan brought his analytical and writing skills to the Platt HMC team in 2017.  Also that year, Jordan completed his second master degree, a Master in Business Administration also from the J. Mack Robinson College of Business at Georgia State University.

Brittny Burns graduated summa cum laude from Old Dominion University with a degree in Nuclear Medicine Technology and a minor in Psychology. She earned dual Masters’ degrees in Business Administration and in Healthcare Administration from the J. Mack Robinson College of Business at Georgia State University. Prior to her employment with Platt HMC, Brittny worked for seven years as an instructor of healthcare and business for the Technical College System of Georgia.

Melissa V. Reyes graduated from Emory University with a Bachelor of Science in Biology. She is currently pursuing a dual Master of Health Administration degree and Master of Business Administration degree at the J. Mack Robinson College of Business at Georgia State University. Prior to Platt HMC, Melissa was a summer intern for UNC Health Care, where she worked in the Clinical Operations Support department. She uses her strong data analytic skills and strategic capabilities for CON applications and projects.

Mary Catherine Hendee graduated from Sewanee: The University of The South with a Bachelor of Art in History. She is currently pursuing a dual Master of Health Administration and Master of Business Administration degree at the J. Mack Robinson College of Business at Georgia State University. Before Platt HMC, Mary Catherine worked as an office manager for a private practice clinic. She brings her strong communication finesse and analytical thinking capabilities to CON applications and projects.

Samantha Cordle graduated cum laude from Georgia Southern University with a degree in Public Health concentrating in Health Education and Promotion. She is currently pursuing a Master degree in Business Administration and Master in Healthcare Administration at the J. Mack Robinson College of Business at Georgia State University. Samantha brings her strong interpersonal skills and detail-oriented training to administrative projects and data analysis for CON-related applications and projects.

Well-respected for her experience and insight, Tori Tibshrany consults with Platt HMC clients on Certificate of Need applications, exemptions and non-applicability reviews for a wide variety of services in South Carolina. Before launching her consulting career, Tori spent seven years with the South Carolina Department of Health and Environmental Control, most recently in a full-time capacity as program director for the Certificate of Need program. She also managed the tracking of implementation and compliance for all approved CON projects in South Carolina from 2002 through 2008.

Tori was a finance major in college, and earned her undergraduate degree in business administration and MHA from the University of South Carolina.
