Kathy Platt is a zealous advocate for her clients. With 20+ years of experience in health planning consulting, Kathy knows exactly how to represent her clients' position in the most effective way.

Kathy has prepared countless Certificate of Need applications and CON opposition documents for a wide variety of services in states throughout the Southeast. A team player with a steady demeanor, Kathy is qualified to testify as an expert in healthcare planning, finance and CON issues in Georgia, Florida, Kentucky, North Carolina, South Carolina and Tennessee.

In addition to her CON expertise, Kathy has worked with regulatory agencies and providers to develop need methodologies for a variety of specialized services including radiation therapy, imaging equipment, home health, hospice, comprehensive inpatient rehabilitation and psychiatric beds. She has also conducted a range of financial analyses related to new hospital development and other projects, has served as a strategic planning consultant for various hospitals and health systems, and conducted primary market research for development of long-term care and sub-acute services.

Platt HMC is a continuation of Kathy's practice at Sullivan Consulting Group, where she started her health planning consulting career in 1990. Prior to that, Kathy served on the administrative staff of Massachusetts General Hospital. Kathy earned her undergraduate degree in Psychology from Emory University, and her MBA in Healthcare Management from Boston University.

A licensed physical therapist for more than 20 years, Stuart Platt is the only clinician on the Platt HMC staff, and has provided expert testimony on rehabilitation issues in several states. In addition to his work at Platt HMC, Stuart also runs Appropriate Utilization Group, a utilization management consulting firm specializing in physical medicine and rehabilitation. He is particularly well known for his work in peer and utilization review, and chart audit. He has reviewed more than 20,000 physical therapy/medicine cases for national insurance companies, attorneys and regulatory agencies.

Prior to launching Appropriate Utilization Group, Stuart directed the Physical Therapy Review Division of a national consulting firm and served as a manager of a large outpatient physical therapy clinic. Stuart remains active in the American Physical Therapy Association at both the national and state level.

Stuart earned his Master of Science in Physical Therapy from Boston University, and his undergraduate degree from Emory University.

A superb analyst with financial expertise, Mike McCarthy enjoys digging into the details of his clients' CON projects. He has been involved in the development of a wide variety of Certificate of Need engagements and is familiar with the CON standards in Georgia, North Carolina, South Carolina and Kentucky.

Prior to joining Platt HMC predecessor Sullivan Consulting Group, Mike served as a plant accountant for Georgia-Pacific Corporation. Mike earned his undergraduate degree in Business Economics from the University of California at Santa Barbara, and an MBA and MHA from Georgia State University.

Jim Satcher has over 20 years of legal experience that he employs in his work with Platt HMC. Jim brings this invaluable experience to our CON litigation support projects along with complex CON applications involving legal precedents. Prior to joining the consulting firm, James worked with the Fulton County Daily Report, a division of Time Warner, served as staff attorney for various court systems throughout Georgia, and taught legal research and writing at John Marshall Law School in Atlanta, Georgia.

James graduated from Duke University with degrees in History and Economics. He then attended the University of Georgia School of Law and obtained his law license in 1989. After years of legal work, James returned to academics and earned his MBA and MHA degrees in 2013 from Georgia State University.

As a biomedical engineer, Avi Bheodari utilizes his past data analysis experience in his role as a Research Analyst for Platt HMC. Avi undertakes complex analysis of source data to support the consultants' role in CON preparation, planning, and financial analysis. Avi is also working on obtaining his MBA and MHA from Georgia State University. Avi earned his BS in Biomedical Engineering from the Georgia Institute of Technology.

Nicole Bretall brings to Platt HMC excellent organizational and interpersonal skills from her previous position in management at the University of Minnesota Libraries. While completing her MBA and MHA at Georgia State University, she is excited to learn more about healthcare systems and health management consulting in particular. Nicole earned a BA in Anthropology and an MLS in Liberal Studies (concentration: history of medicine, film studies, and anthropology) from the University of Minnesota – Twin Cities.

Well-respected for her experience and insight, Tori Tibshrany consults with Platt HMC clients on Certificate of Need applications, exemptions and non-applicability reviews for a wide variety of services in South Carolina. Before launching her consulting career, Tori spent seven years with the South Carolina Department of Health and Environmental Control, most recently in a full-time capacity as program director for the Certificate of Need program. She also managed the tracking of implementation and compliance for all approved CON projects in South Carolina from 2002 through 2008.

Tori was a finance major in college, and earned her undergraduate degree in business administration and MHA from the University of South Carolina.

Kent Lederman consults with Platt HMC on Certificate of Need projects and brings a depth of experience, having represented clients in a wide variety of CON matters for nearly 20 years in eight states. Other areas of expertise include project management, business unit planning, and medical staff development. He has also been a key resource for managed care contracting projects. Prior to his consulting career, Kent worked in an academic children's hospital setting.

Kent holds an MBA from the University of South Florida, and had a Teaching Fellowship in Statistical Methods. He is a Fellow in the American College of Healthcare Executives and is certified as a Project Management Professional though the Project Management Institute.
